Retiring to Amsterdam

A friend of mine is thinking about retiring to Amsterdam. He has a little money saved up but I doubt he has enough.

About how much do you have to have in your bank account to immigrate to Amsterdam? Is it fairly simply to purchase property before you actually live n Holland?

There are a lot of nice places in Amsterdam. I think the cost of living here is not too high compared to well developed countries, but the place is good.
